A 38-year-old Cortlandt Manor man was charged with felony DWI after a two-car accident Saturday afternoon at Old Crompond Road and Pine Grove Court. Giovanni Loaiza was charged with a felony because he had a prior driving while intoxicated conviction in the last 10 years.
