Yorktown police have charged Ripcary Tejada II, a 28-year-old Cortlandt Manor resident, with operating a motor vehicle without a valid license, police said. The arrest came about when a patrol officer pulled over a burgundy Toyota traveling eastbound on Strawberry Road at a high rate of speed on Wednesday, Oct. 5, around 12:45 p.m., according to police.
