Morgan L. Friend, a 32-year-old Cortlandt Manor resident, was charged Tuesday with fifth-degree criminal possession of stolen property, a class A misdemeanor on Tuesday. Police said troopers were dispatched to interview a subject who reported that his cellphone had been stolen.
