Adrian Puwainchir, 32, of Cortlandt Manor, is due in Philipstown town court March 25 to answer a charge of second-degree aggravated unlicensed operation of a motor vehicle, a misdemeanor. He was stopped at 11:45 a.m. Feb. 25 by Deputy Sheriff William Quick on Route 9 in Philipstown.
